    Oklahoma charges two separate levies rather than one sales tax: a 3.25% excise tax (68 O.S. § 2103) and a 1.25% sales tax (OAC 710:65-19-215). Together they make about 4.5% on a new vehicle. Since 1 July 2026 the excise tax is based on the actual sales price on the bill of sale (HB 1183), not the old NADA average retail value. Registration and title fees come from Service Oklahoma’s fee schedule and are the same statewide.

    Other set fees: $11 title, $1.50 insurance verification, $4 VIN inspection for out-of-state transfers, $10 lien filing fee where a lien applies, and a $17 ownership transfer fee on private sales.

    Trade-ins, gifts and exemptions

    • Trade-in credit: a trade-in does not reduce either tax. The excise rule leaves trade-in credits and debits out of the price (OAC 260:135-7-242), and the sales tax applies to the purchase price before any trade-in credit (OAC 710:65-19-215). Bills that would have netted trade-ins, including SB 1619 in 2020, did not become law.
    • Family transfers: a transfer without payment between spouses, or between a parent or step-parent and a child or step-child, can be excise-exempt with the Family Affidavit (Form 794). Siblings and grandparents are not covered by that exemption.
    • Inherited vehicles: direct heirs are usually exempt with title, death certificate and any probate papers.
    • Out-of-state purchases: the vehicle is taxed when you title it in Oklahoma. We could not find an official source for a credit on sales tax paid to another state, so ask Service Oklahoma before you count on one.
