PDF Converter: Convert PDF and Images Free

πŸ“… Updated September 13, 2026 ⏱ 7 min read ✍️ By Amara Taylor

Turn images into a PDF, export PDF pages as JPG, PNG or WEBP, pull the text out of a PDF, or convert between image formats. Completely free, with no watermark and no signup. Every conversion runs on your own device, so nothing is uploaded to a server.

βœ“ Four conversion modes βœ“ Nothing uploaded βœ“ No watermark βœ“ Choose resolution

Quick answer: A PDF converter changes a PDF into another format, or builds a PDF from another file. This one handles four conversions: images to PDF, PDF to JPG, PNG or WEBP, PDF to plain text, and image to image between JPG, PNG and WEBP.

Pick a mode, add your files, choose the output format, and download. Everything happens in your browser, so your files are never uploaded.

Which Image Format Should You Pick?

Converting a PDF page to an image forces a choice, and the right answer depends on what is on the page rather than on which format sounds best.

FormatHow it worksPick it when
JPGLossy. Discards detail to save space. The page is mostly photographs, or you need the smallest file
PNGLossless. Keeps every pixel exactly. The page is text, tables, charts or line art. Edges stay crisp
WEBPLossy or lossless, more efficient. You want JPG-like size with better quality, and the file is for the web

The short version: text and diagrams belong in PNG, photographs belong in JPG, and WEBP typically lands 25 to 35 per cent below the equivalent JPG if the destination supports it. JPG blurs the edges of letterforms in a way that is obvious once you have seen it side by side.

PDF to Text, and What It Cannot Do

The text mode pulls the actual text layer out of a PDF and hands you a .txt file. That is the fastest route when you need the words rather than the layout, and it is what most people are really after when they search for PDF to Word.

One hard limit, stated plainly: this reads a text layer, it does not perform OCR. A PDF created from a word processor has a text layer and will extract cleanly. A scanned document is a picture of text with no text layer, and will return nothing at all. If extraction comes back empty, that is what happened, and the tool tells you rather than handing you a blank file.

How the Browser-Based Converter Works

Most conversion websites upload your files to a server, convert them remotely, and send the result back. This tool keeps the work on your device.

It uses PDF.js, the engine Mozilla built for Firefox, to render and read PDFs, pdf-lib to assemble images into a new PDF, and JSZip to bundle multi-page output into a single download. All three run in your browser tab. Nothing is transmitted.

The practical ceiling is your device's memory rather than a server quota. Ordinary documents and batches of photos convert instantly. Very large PDFs at print resolution are where a phone will struggle, since each page becomes a full-size bitmap in memory before it is encoded.

What This Converter Does Not Do Yet

PDF to Word, Word to PDF and PDF to Excel are not here, and not because we have not got round to them. They cannot be done honestly in a browser. Each needs either a Word layout engine or full reconstruction of the document's structure, and a browser-made "PDF to Word" is usually a .doc wrapper around extracted text. It opens in Word, but nothing has been converted, and the formatting is gone.

Rather than ship that, the PDF to text mode gives you the words directly, which is the real need behind most of those searches. Proper Office conversion stays on the roadmap until it can be done properly.

Why Use This Converter

πŸ”’

Processed on your device

Files are read and converted in the browser tab. IDs, receipts and contracts are never transmitted anywhere.

πŸŽ›οΈ

You control the output

Format, resolution and quality are separate controls, so you can match what the destination actually needs.

🚫

No watermark, no signup

Clean output every time. No stamps, no expiring trial, no account and no email address.

πŸ“„

Page ranges

Convert pages 1 to 3 of a long report instead of exporting all forty and deleting the rest.

Privacy

When you convert a file here, it is read and rebuilt entirely inside your browser. It is not uploaded to a server, not stored, and no account or email is required. Close the tab and nothing remains.

That describes your files specifically. Like most websites, Anchor AI Tools uses analytics and loads fonts and scripts from third-party providers, which is covered in our privacy policy. The two are worth separating, because the claim that matters here is precise: your documents stay on your machine.

Frequently Asked Questions

Is the PDF converter free?
Yes. It is free with no signup, no watermark and no expiring trial. The only practical limit is your device's memory, because conversion happens in your browser rather than on a server.
Are my files uploaded to a server?
No. Files are read and converted inside your browser tab and are never transmitted. That is what makes the tool suitable for IDs, receipts and contracts.
Which image formats can I convert to PDF?
JPG and PNG are fully supported, and most browsers also handle WEBP, GIF and BMP. HEIC depends on your browser, so if a HEIC photo will not load, convert it to JPG first.
Should I export PDF pages as JPG or PNG?
PNG for pages of text, tables, charts or line art, because it is lossless and keeps edges crisp. JPG for pages that are mostly photographs, where it produces a much smaller file. WEBP sits between the two.
Can I convert a PDF to text?
Yes. The PDF to text mode extracts the document's text layer and returns a .txt file. It is the quickest way to get the words out of a report for quoting or pasting elsewhere.
Why did PDF to text return nothing?
Because that PDF is a scan. A scanned page is a picture of text with no text layer to extract, and this tool does not perform OCR. Any PDF created from a word processor will extract normally.
Can I convert PDF to Word or Excel?
Not yet, and not dishonestly. Proper Office conversion needs layout reconstruction that a browser cannot do, and most browser-based versions just wrap extracted text in a .doc file. Use PDF to text to get the words, and Office conversion stays on the roadmap.
Can I convert only some pages?
Yes. Type a page range such as 1-3 or 2,5,9 in the pages field. Leave it blank to convert the whole document. This works for both PDF to image and PDF to text.
Does converting reduce image quality?
It depends on the format and settings you pick. PNG is lossless and loses nothing. JPG and WEBP are lossy, so the quality control decides the trade-off. Higher resolution produces sharper output and larger files.
Does it work on phones and tablets?
Yes, in any modern browser. Large PDFs at print resolution are the exception, since each page becomes a full-size bitmap in memory. On a phone, use Screen or Standard resolution.
